Dreaming Of Power Sharing in Israel

A system in which jerusalem and surrounding area come under UN jurisdiction.

the political control is as follows.

15 parlementarians, out of which 5 represent muslims, 6 represent jews, and 1 represents christians. in addition to this, 3 represent the UN. out of these 15, one is mayor, and one is vice mayor. they must be representatives of different entities, unless they are both from the UN. the others remain useful as councilors of the mayor and vice mayor. also, if any ministerial role must be assigned to someone other than the mayor or vice, they will be assigned to one of the ministers. the people vote for the 12 'entity' parlementarians. the UN votes for the 3 UN parlementarians. the 15 parlementarians vote for the mayor. the runner up becomes vice upon mutual agreement between his fellow representatives and the elected mayor.

Any attempts before or after the implementation of this system to alter the population balance must be observed, condemned and sanctioned by the UN.

The ministries could be
1-religious affairs
2-security
3-education
4-tourism
5-utilities
6-commerce

this system can be implemented in various ways. here are 2:
3 ministries are under jewish jurisdiction, and 3 under muslim control, or any other combination.

or, each ministry has a representative from both majorities.


In the real world of course, this would never happen because Israel would never give up Jerusalem, and, to be fair, the Palestinians would probably try to reclaim it!
